The Numbeo Safety Index 2025 reveals that India ranked 67th globally in the mid-year rankings with a score of 55.8. The index, compiled by Numbeo — a leading global database of cities and countries — measures public perceptions of safety and crime. This year, Middle Eastern cities dominate the global safety charts, with Abu Dhabi leading for the ninth consecutive year.

With a score of 55.8, India ranked 67th in the Numbeo Safety Index 2025. The ranking reflects a mixed picture for the country, where some cities perform exceptionally well while others struggle with safety challenges. The index evaluates safety perception during both day and night, along with crime rates and the prevalence of issues like theft, harassment, and violent crime.

Safest Cities in India This Year 

The safest cities in India list for 2025 is led by Mangalore, which achieved a safety index of 74.2 and ranks 49th globally. Known for its low crime rates, efficient law enforcement, and strong civic infrastructure, Mangalore remains a benchmark for urban safety in India. 

Other top-performing cities include: 

  • Vadodara – 69.2 safety index 
  • Ahmedabad – 68.2 safety index 
  • Surat – 66.6 safety index 
  • Thiruvananthapuram and Chennai – featuring in the top 10 for their good urban governance and effective policing. 

Gujarat stands out with three cities in the top rankings, highlighting the role of local governance in improving safety. 

Mangalore Leads Safety Chart 

Among the safest cities in India, Mangalore tops the 2025 chart due to: 

  • Low violent crime rates compared to other cities. 
  • Effective community policing and responsive civic administration. 
  • Well-maintained public spaces that encourage a sense of security. 

This strong performance showcases how a combination of infrastructure and governance can directly impact public safety perception. 

Least Safe Cities in the Country 

The Numbeo Safety Index 2025 also highlights cities struggling with safety. New Delhi, Noida, and Ghaziabad rank among the least safe in India. 

  • New Delhi – Crime index: 59.03 
  • Ghaziabad – Crime index: 58.44 
  • Noida – Crime index: 55.1 

Concerns include violent crime, harassment, and property crimes, with women’s safety remaining a major challenge in these urban areas. 

Global Top Spots in Safety 2025 

Globally, Abu Dhabi retains the title of the safest city in the world with a score of 88.8 for the ninth consecutive year. Other Middle Eastern cities like Doha, Dubai, and Sharjah follow closely. Taipei in Taiwan ranks fifth, showing that top performers span both the Middle East and Asia. The UAE holds the second position among the world’s safest countries overall.

The Numbeo Safety Index 2025 is based on public perception of safety. It factors in risks like: 

  • Mugging, robbery, and car theft. 
  • Physical attacks and harassment. 
  • Discrimination based on race, gender, or religion.
