First Step Towards a Unified, Modern, and Sustainable Governance Hub
In a significant step toward reshaping India’s administrative infrastructure, Prime Minister Narendra Modi inaugurated Kartavya Bhavan on August 6, 2025. Located at Kartavya Path in New Delhi, this iconic building marks the beginning of the Common Central Secretariat—a part of the ambitious Central Vista redevelopment project. Designed to enhance governance, reduce operational costs, and reflect the values of service and discipline, Kartavya Bhavan is set to become a model of modern public administration.
What Is the Central Vista Project?
The Central Vista Project is a large-scale redevelopment initiative in New Delhi. It involves constructing a new Parliament building, multiple secretariat buildings, and the Prime Minister’s Executive Enclave, while repurposing historic landmarks like North and South Blocks into museums.
At its core, the project aims to centralize various government departments—currently scattered across the city—into a unified and technologically advanced campus. It reflects a vision of progress and efficiency, tailored to meet the needs of a 21st-century democracy.
Purpose of Kartavya Bhavan in Governance
Kartavya Bhavan is the first of ten Common Secretariat buildings being constructed under the Central Vista plan. Its purpose is to consolidate key ministries into a single space to enhance communication, policy coordination, and overall governance efficiency.
Instead of operating from rented buildings or outdated government offices, ministries will now function from a central, purpose-built facility—reducing duplication, cost, and delay in public service delivery.
Key Ministries to Be Housed Under One Roof
The newly inaugurated Kartavya Bhavan will house vital ministries and departments such as:
- Ministry of Home Affairs
- Ministry of External Affairs
- Ministry of Rural Development
- Ministry of Petroleum and Natural Gas
- Ministry of Micro, Small, and Medium Enterprises
- Department of Personnel and Training
- Office of the Principal Scientific Adviser
With over 1.5 lakh square meters of built-up space, the building can accommodate thousands of government officials, ensuring better inter-ministerial coordination.
Eco-Friendly and Smart Infrastructure
Kartavya Bhavan is a green and smart building, designed with sustainability at its core. It features:
- Solar panels generating over 5 lakh units of power annually
- LED lighting with occupancy sensors
- Rainwater harvesting and zero-discharge wastewater systems
- EV charging stations
- Recycled materials used in construction
The infrastructure is also equipped with secure IT systems, centralized command control, and advanced surveillance—making it a future-ready workspace.
Symbol of Duty and National Vision
The name “Kartavya,” meaning duty, was chosen by PM Modi to highlight the core values behind the project. It reflects a commitment to nation-first thinking, public accountability, and citizen-centric governance.
More than just a physical space, Kartavya Bhavan is intended to be the nerve center of policy decisions that shape India’s future during the Amrit Kaal—the era leading up to the centenary of independence in 2047.
PM Modi’s Vision for a Developed and United India
While addressing the inaugural ceremony, PM Modi described Kartavya Bhavan as a symbol of a developed, disciplined, and united India. He emphasized that such initiatives are not just about concrete and steel, but about creating efficient systems that deliver results for the people.
By reducing the government’s reliance on rented properties—saving nearly ₹1,500 crore annually—and bringing together departments under one roof, the Prime Minister sees this as a step toward Viksit Bharat (Developed India).
Conclusion
Kartavya Bhavan stands as a testament to India’s evolving governance landscape—smart, sustainable, and service-driven. It is not only a flagship building under the Central Vista plan but also a beacon of administrative reform, duty, and national pride.
As more such secretariat buildings are completed in the coming years, India moves closer to realizing an efficient and empowered bureaucracy that serves the people from the very heart of the capital.
